A Texas grand jury indicted an immigration enforcement officer on a charge of aggravated assault with a deadly weapon after he drove his vehicle into a pedestrian earlier this month in Houston.
The indictment targeted Mario Alberto Morales, 33, following an Oct. 10 incident that left Miguel Parra Hernandez with a broken leg, hip injuries and ankle damage.
The case highlights escalating tensions between local law enforcement and federal immigration authorities over accountability during enforcement operations in Texas.
“An ICE badge does not give you free rein to injure, kill, or violate the constitutional rights of anyone,” said Sean Teare, the Harris County district attorney.
Teare announced the charges during a Friday news conference alongside Harris County Sheriff Ed Gonzalez.

Prosecutors played surveillance footage and body-camera video that they said contradicted initial statements from Immigration and Customs Enforcement.
ICE officials asserted that Parra Hernandez ran in front of the unmarked vehicle while agents attempted to stop a separate truck.
“Allegations that ICE struck Miguel Parra Hernandez intentionally are reckless and false,” said an agency spokesperson in a statement.
The spokesperson added that federal officers acting within their duties can only be investigated by other federal agencies.
District Attorney Teare rejected that jurisdictional argument as false during the briefing.
“The evidence that we have in this case is as clear as any that I’ve ever prosecuted or investigated,” Teare said.

David Lindenmuth, an attorney representing Morales, said his client planned to surrender himself to local authorities on Monday.
Lindenmuth described the prosecution as a political case and stated that his client did not deliberately strike the victim.
Parra Hernandez remains hospitalized in a rehabilitation facility under ICE custody.
Legal experts noted that indictments against federal law enforcement officers remain rare.
