South Korea proposed military talks with North Korea on Friday to prevent accidental clashes and resolve border disputes following a series of landmine blasts that injured 3 soldiers last month.

The diplomatic overture follows threats from Kim Yo Jong, the sister of North Korean leader Kim Jong Un, to place anti-South Korea propaganda loudspeakers on standby along the border within days.

The developments push inter-Korean relations to their lowest point since South Korean President Lee Jae Myung took office and suspended previous psychological warfare broadcasts.

“Our Ministry of National Defense officially proposes to North Korean authorities that South-North military talks be held to mutually confirm the exact location of the ground military demarcation line between the South and the North, discuss the restoration of military communication lines, and discuss measures to prevent accidental clashes in border areas,” said Kim Hong-Cheol, South Korea's deputy minister for defense policy.

According to Reuters, quoted by the Manila Bulletin, the proposal also includes openness to three-way talks involving the United Nations Command.

North Korea has been heavily fortifying the border since its leader declared the two nations hostile states in December 2023.

Seoul reported that North Korean soldiers crossed the military demarcation line 50 times this year during construction work, prompting warning shots and broadcasts from the southern side.

Pyongyang rejected those assertions as false pretexts and accused South Korean forces of provocations.

“Our army knows where our borderline is better than any others,” said Pak Jong Chon, a North Korean marshal and defense ministry adviser, during a joint border inspection.

South Korea concluded that landmines planted by the North south of the demarcation line caused the September 21 explosions, a finding backed by the United Nations Command.

North Korea denied responsibility for the incident, dismissing it as a fabrication.

South Korean defense officials stated that if Pyongyang proceeds with activating the loudspeakers, Seoul will implement proportional countermeasures.

It remains unclear whether North Korea will accept the offer for military dialogue.
