ZIMRA tightens screws on Temporary Import Permits for vehicles

The Zimbabwe Revenue Authority (ZIMRA) has implemented stricter regulations for foreign-registered vehicles entering the country on temporary import permits. The new rules require additional documentation for Zimbabwean residents living abroad and grant authorities more discretion in permit approvals.
Why it matters
These changes impact the mobility of the Zimbabwean diaspora and international visitors, potentially complicating travel and trade logistics.
THE Zimbabwe Revenue Authority (ZIMRA) has introduced stricter rules for foreign-registered vehicles entering the country on temporary permits, following concerns about abuse of the system.
Under the guidelines enshrined in Public Notice Number 60 of 2026 on 21 October, a standard 30-day limit for Temporary Import Permits (TIPs) plus extra documentation from some applicants is now a requirement.
The updated measures apply to TIPs given to people “ordinarily resident outside Zimbabwe” and cover visitors coming for tourism, business, study, employment, sport, or other lawful purposes.
Zimbabweans living and working abroad, as well as foreign visitors, are likely to be affected. In addition to usual identification and vehicle documents, a Zimbabwean residing abroad must now show a work, employment, study, or residence permit.
