U.S.-Ukraine-European negotiators meet in Miami as Trump announces diesel deal with Russia

U.S., Ukrainian, and European negotiators met in Miami to discuss a unified peace proposal for the war in Ukraine. Simultaneously, President Trump announced a deal to lift sanctions on Russian fuel in exchange for increased diesel supply, a move criticized by President Zelenskyy.
Why it matters
The divergence between diplomatic peace efforts and economic policy shifts regarding Russia signals a complex and potentially contentious shift in U.S. foreign policy.
Negotiators for the U.S., Ukraine and Europeans held six hours of talks in Miami on Friday (October 9, 2026) with the aim of reaching agreement on a unified proposal to end the war in Ukraine, a person familiar with the talks said.
The goal is to reach agreement on such a proposal in the coming weeks so it can be presented to Russia in order to seek a breakthrough before the winter, said the person, who spoke on condition of anonymity.
The talks came on the same day that U.S. President Donald Trump said Russia had agreed to supply diesel to global markets in an effort to lower fuel prices, while his administration lifted sanctions on Russian fuel that were designed to deprive Moscow of revenues for the war. The deal was criticised by U.S. lawmakers and Ukrainian President Volodymyr Zelenskyy.
