Three-year rule: Nakyobe orders transfer of long-serving ministry staff
Uganda's Head of Public Service, Lucy Nakyobe, has mandated the transfer of all common cadre staff who have served in the same station for three years. The policy aims to improve public service delivery and prevent the monopolization of positions.

The Head of Public Service and Secretary to Cabinet has directed that all common cadre staff in ministries and the Office of the President be transferred before the end of the year in line with the new public service reform rules.
Ms Lucy Nakyobe said the new rules require public servants to be rotated regularly through different stations in order to improve the quality of public service delivery across the country.
