During a closed-door council meeting on Thursday night, councillors had to consider whether the allegations against Mnisi were serious or “less serious”.
Most councillors voted to classify them as “less serious.”
This means the highest form of sanction the municipality can mete out against Mnisi is a warning.
Opposition parties are outraged with the decision.
