SIR: Residents flag purple stickers pasted despite no enumeration forms being distributed

Residents in Bengaluru are reporting inconsistencies in the Special Intensive Revision process, where purple stickers indicating form distribution are being applied without actual interaction with voters. Booth Level Officers admit to being undertrained and under immense pressure to meet distribution targets.
Why it matters
Procedural failures in voter registration can lead to public distrust in the electoral system and inaccurate voter rolls.
With the Special Intensive Revision (SIR) under way, many apartment complexes across the city have reported that the purple stickers, which Booth Level Officers (BLOs) are required to paste outside a residence only after ‘successfully distributing’ enumeration forms to voters, are being pasted without forms being distributed or BLOs even meeting the residents. On the other hand, at several other places, forms have been distributed but no stickers have been pasted.
The report documents resident complaints and administrative challenges objectively.
