Sheema health centre in-charge interdicted over chronic absenteeism
A senior clinical officer in Sheema, Uganda, has been interdicted for six months following allegations of chronic absenteeism and financial misconduct. Staff reported that the officer frequently signed attendance registers without working, leading to a decline in essential health services for the community.

Mr Richard Bells, a senior clinical officer who is in charge of Kyeihara Health Centre III in Kasana Sub-county, Sheema District, has been interdicted for six months over alleged misconduct, abuse of office and chronic absenteeism.
Woes for Bells started after he failed to show up for duty for about two weeks, a move authorities say compromised service delivery to patients.
His absence came to notice during an impromptu visit to the facility by Sheema Deputy Resident Commissioner, Mr Sam Orikunda.
Mr Orikunda said personnel at the facility alleged that Bells had signed the staff attendance book for days he didn't report for duty.
The Deputy RDC said upon further interrogation, some health workers confessed to leaving blank spaces in the staff attendance book to allow their boss to sign whenever he reported.
