Fifteen fire engines are at the incident in Deptford, south-east London, which involves about 50 tonnes of stored household waste.
People have been asked to avoid the area and keep their doors and windows closed where possible because of the large amount of smoke.
In a video posted online, flames and smoke could be seen billowing above the surrounding buildings near a railway line.
The London fire brigade (LFB) said the cause of the blaze has yet to be established.
