Ruto promotes Isaac Mwaura, appoints Charles Owino as government spokesperson

President William Ruto has promoted and redesignated Government Spokesperson Isaac Mwaura as the Head of the Office of Diversity, Inclusion and Disability Rights in the Executive Office of the President.
The changes are contained in Presidential Action No. XI of 2026 released on Tuesday by Chief of Staff and Head of the Public Service Felix Koskei.
According to the statement, the Public Service Commission approved Mwaura's promotion and redesignation as part of changes affecting the senior ranks of the Executive.
"Isaac M. Mwaura – Promoted and redesignated as Head of the Office of Diversity, Inclusion and Disability Rights, Executive Office of the President," the statement reads.
Mwaura's appointment comes as the President made nominations to fill vacancies in various constitutional commissions and statutory bodies while also approving promotions and redeployments within the Executive.
