Release of detainee into Chinatown parking lot prompts anger, calls for reform in Edmonton
Surveillance footage showing a provincial corrections van releasing a detainee into an Edmonton Chinatown parking lot has sparked outrage among local business owners. The Chinatown Business Association is calling for reform, arguing that the area is being used as an unofficial discharge site for offenders without adequate support.

The surveillance footage, recorded on Sept. 3 at 8:30 a.m., shows a white van with a Correctional Services logo pulling into a private parking lot on 105th Avenue between 97th and 98th streets, near the Pacific Mall in Chinatown.
The driver, a uniformed officer, steps out, opens the van’s secured rear doors. The person released from the van is then seen walking away, carrying a stack of documents in his hands.
Karl Miu, vice-chair of the Chinatown Business Association, says the surveillance footage is further evidence that the province’s correctional agencies have been releasing offenders into the central Edmonton neighbourhood without adequate support or supervision.
He has written to Mike Ellis, Alberta’s public safety minister, on behalf of the association, demanding that Alberta tighten its transition protocol for offenders by mandating formal discharge-and-reintegration plans.
