Public Protector Kholeka Gcaleka has found that former Ekurhuleni City Manager Imogen Mashazi committed improper conduct when appointing an official who was not qualified for a senior metro police role.
The finding was handed down on Thursday afternoon as part of a series of investigation reports released by the Public Protector.
