PAPER BILLIONS! BIG TALK…PEANUTS RECOVERED! IGG Recovers Shs5.7bn Out Of Recommended Shs441.6bn, Probes 1,472 Corruption Cases

Uganda's Inspectorate of Government reported recovering only Shs5.7 billion out of a recommended Shs441.6 billion in corruption cases during the first half of 2026. Despite the low recovery rate, the agency successfully concluded 1,472 investigations and maintained a high conviction rate.
Why it matters
The significant gap between recommended and actual recoveries raises questions about the efficacy of anti-corruption enforcement mechanisms in Uganda.
The Inspectorate of Government recovered Shs5.7 billion in cash and assets in the first half of 2026, despite recommending the recovery of Shs441.6 billion following investigations into corruption allegations.
The figures raise questions about the enforcement of recovery recommendations by Uganda’s anti-corruption watchdog, although the Inspectorate’s report does not specify how much of the recommended amount remains outstanding or explain the gap.
Deputy Inspector General of Government Anne Twinomugisha Muhairwe presented the January-June performance report to Parliament, detailing the institution’s investigations into corruption, administrative injustices and breaches of the Leadership Code of Conduct.
Muhairwe told Speaker of Parliament Jacob Marksons Oboth-Oboth, Leader of the Opposition Joel Ssenyonyi and parliamentary committee chairpersons that the Inspectorate had registered 1,909 new complaints, authorised 1,668 cases for investigation and concluded 1,472 investigations during the six-month period.
