New Victorian Premier Ben Carroll has announced just one new appointment to state cabinet following the departure of Jacinta Allan and two senior Labor ministers.
Mr Carroll says he has cut the size of his ministry in the lead-up to the state election in November.
Ms Allan, Harriet Shing and Lily D'Ambrosio have all stepped down from cabinet after last week's leadership spill.
