The 19-year-old spent the second half of last season on loan at League Two side Swindon Town, where he scored his first senior club goal and helped the Robins finish ninth.
Scanlon has already gained significant international experience, earning 24 senior caps for Gibraltar and featuring in World Cup qualifiers and Nations League matches.
"It's a pleasure to be here, I can't wait to get started," Scanlon told the club's official website. "I've been waiting to get this over the line, so I'm buzzing to be here.
"My family are massive to me, so to have them here for this special day is only going to make it better."
