Minister Balaam orders arrest of Tororo officials over corruption

The Minister for Local Government, Mr Balaam Barugahara Ateenyi, has ordered the arrest of several officers in Tororo District over alleged corruption, abuse of office and mismanagement of government funds.
The minister issued the directive during his ongoing nationwide anti-corruption tour dubbed "Expose the Corrupt in Local Government."
In Tororo, Balaam said preliminary findings had uncovered irregularities in the Parish Development Model (PDM), payroll fraud with ghost workers in health centres and schools, and misuse of road and water funds.
Sources close to inspection said minister was shocked to find that only a few staff were on duty in some facilities against official payroll, while in schools, number of pupils on ground was far lower than what was reported to get capitation grants - a similar pattern he found in neighboring districts where he arrested district engineers and education officers.
