A 61-year-old man has been charged after he tied female undergarments around his exposed genitals and walked along a corridor at a Chai Chee HDB block in August.
According to the statement of facts dated Sept 25, Ng Chong Teck purchased multiple female undergarments and a wig from online retailers.
He then retrieved at least two female undergarments from a recycling bin, and cut a hole in the groin area of a pair of pantyhose that he had purchased.
Before 2am on Aug 15, Ng went to the 14th floor of a HDB block along Chai Chee Road, where he undressed and put on the wig, a bra and the modified pantyhose, exposing his genitals.
