LHC orders LESCO to disclose promotion meeting minutes

LAHORE: The Lahore High Court has upheld an Information Commission order directing the Lahore Electric Supply Company (LESCO) to provide a citizen with minutes of Human Resources and Board of Directors meetings concerning the promotion of LESCO Chief Muhammad Ramzan Butt.
Justice Raheel Kamran Sheikh dismissed LESCO's constitutional petition challenging the Information Commission's May 4, 2026 decision, ruling that public bodies cannot keep meeting proceedings permanently confidential after a final decision has been made.
In an 11-page judgment, the court observed that the Right of Access to Information Act, 2017 protects minutes of meetings from disclosure while a final decision is pending. However, the exemption does not remain applicable once the public body has reached a final decision.
