Keralam’s Kochi Corporation to invite EoI for consultants to tap into ₹500-crore bond market

The Kochi Corporation is preparing to issue municipal bonds worth ₹500 crore to fund infrastructure and green development projects. The city is currently seeking consultants to manage the process and is working to improve its credit rating.
Why it matters
This move represents a significant shift in how Indian urban local bodies finance large-scale development, moving away from state grants toward market-based debt instruments.
The Kochi Corporation is set to invite Expressions of Interest (EoIs) from consultants later this month to assist in the issuance of municipal bonds to fund its big-ticket development projects.
The Corporation has been holding discussions with multiple agencies with expertise in handling the critical process elsewhere. The aim is to identify the challenges involved and assess the long-term benefits in the Kochi-specific development context. Discussions were held with two such agencies on Thursday (September 3, 2026).
