KCCA disowns enforcement officers charged with raping, extorting student

The Kampala Capital City Authority (KCCA) has denied that two men charged with rape and extortion are employees of the organization. The authority is investigating the incident and warning the public about impostors posing as enforcement officers.
Why it matters
The incident underscores public safety concerns regarding impersonation of government officials and the need for institutional accountability.
The Kampala Capital City Authority (KCCA) has distanced itself from two men remanded to Luzira Prison over allegations of raping, extorting, and sexually harassing a first-year university student, insisting that neither suspect appears on its payroll or employment records.
Speaking to this publication, KCCA executive director Sharifah Buzeki expressed shock over reports linking the city administration to the suspects and revealed that a team was immediately dispatched to the court to inspect the official charge sheet.
“We were shocked to learn from the press that two of our staff were charged with rape of a student,” Ms. Buzeki said. “This is not true. Those suspects have never been our employees. As a matter of fact, I have sent a team to court to see what they presented in the charge sheet because many people are impersonating KCCA staff, but we do not have those two in our records.”
