IGG directs Minister Mao to interdict URSB’s Kainobwisho, reinstate whistleblower

The Inspectorate of Government in Uganda has ordered Minister Nobert Mao to interdict several top executives at the Uganda Registration Services Bureau over corruption allegations. The IG also criticized the minister for failing to protect a whistleblower who was placed on forced leave.
Why it matters
The case highlights issues of institutional corruption and the protection of whistleblowers within government agencies in Uganda.
The Inspectorate of Government (IG) has directed the Minister for Justice and Constitutional Affairs, Nobert Mao, to enforce its earlier directive to interdict Ms Mercy Kainobwisho, the Registrar General of the Uganda Registration Services Bureau (URSB), over allegations of corruption.
In a statement issued on October 26, 2026, the ombudsman also directed Mr Francis Butagira, Chairperson of the URSB Board of Directors, to immediately interdict three other top executives: Mr. Alex Anganya (Deputy Registrar General), Mr. Arthur Kwesiga (Commissioner ICT and Innovations), and Mr. Walid Kule (Assistant Commissioner, Business Registration Services).
The directives stem from an ongoing investigation launched in August 2026, when the Inspectorate first asked Minister Mao to interdict Kainobwisho and the three officials over grave allegations including embezzlement of government funds, abuse of office, institutional mismanagement, money laundering, and maladministration at the Bureau.
According to the IGG, interdiction is essential to safeguard the integrity of the process.
