HS2 remains ‘Red’ but NPR and LTC upgraded in Nista’s annual GMPP report

The National Infrastructure and Service Transformation Authority (Nista) has released its analysis of the government major project portfolio (GMPP), retaining HS2' Red rating but upgrading Northern Powerhouse Rail (NPR) to Amber.
Nista’s Major Projects Annual Report 2025/2026 includes a Delivery Confidence Assessment providing an update on the status of all 189 projects in the GMPP.
Under Nista’s grading system, Green indicates that successful delivery appears highly likely and that no major issues are affecting the project. Amber means successful delivery is feasible but significant issues already exist and require management attention. A Red rating indicates successful delivery appears to be unachievable against the approved baseline, with major issues requiring urgent action if the project is to proceed successfully.
The latest report details how 29 projects were rated Green, 109 Amber, and 34 Red, with a further 17 projects exempt from a rating.
