Global Europe: MEPs push for expanded budget to match the EU’s global ambitions

European Parliament members have voted to increase the budget for the 'Global Europe' instrument by €25 billion to better support EU strategic interests and humanitarian aid. The proposal includes new mechanisms to suspend funding to partner countries that fail to uphold democratic standards or human rights.
Why it matters
This move reflects the EU's attempt to assert greater geopolitical influence and ensure its financial aid aligns with its core values and strategic autonomy.
MEPs from the Foreign Affairs and Development Committees adopted their position on the EU’s Global Europe Instrument, the EU’s funding mechanism for external action for the period 2028-2034.
The draft position was adopted on Monday evening, 19 October, with 63 votes in favour, 27 against and five abstentions. According to MEPs, Global Europe’s purpose is to uphold and promote the EU’s values, principles, and strategic and geopolitical interests, and in the long-term contribute to the eradication of poverty.
