Flying into Hyderabad airport to get costlier as GHIAL proposes arrival fee from September

GMR Hyderabad International Airport Limited has proposed a new arrival User Development Fee to fund a ₹13,975 crore expansion project aimed at increasing capacity to 51 million passengers per year. If approved by regulators, the fee would apply to both domestic and international arrivals starting in September 2026.
Why it matters
The proposal represents a significant shift in airport pricing models in India, potentially increasing the cost of air travel for passengers arriving in Hyderabad.
Passengers arriving at the Rajiv Gandhi International Airport (RGIA) in Hyderabad may soon have to pay a User Development Fee (UDF), a charge that has so far largely been levied only on departing travellers, if a proposal submitted by GMR Hyderabad International Airport Limited (GHIAL) to the Airports Economic Regulatory Authority (AERA) receives approval.
The report objectively outlines the proposal, the rationale provided by the airport operator, and the potential impact on passengers without taking a side.
