MANILA, Philippines - Former speaker Lord Allan Velasco is out of the country, the Bureau of Immigration (BI) confirmed Tuesday, saying no immigration order on record would have prevented him from leaving the Philippines.The BI said its records showed no existing Hold Departure Order (HDO) or derogatory alert against Velasco at the time of his departure.The confirmation came amid questions surrounding the former speaker's whereabouts and ability to leave the country.An HDO is an immigration restriction that prevents a person from departing the Philippines when the legal requirements for its issuance are met.
