Edouard could form in Gulf, bringing soaking rain to TX, LA
Tropical Depression Five is expected to strengthen into Tropical Storm Edouard in the Gulf of Mexico, bringing heavy rainfall and potential flooding to Texas and Louisiana. Authorities have issued storm surge watches and flood warnings for the affected coastal regions.
