The House filed HB No. 10431, the Sariling Kuryente Act, to remove barriers to rooftop solar, battery storage, and other behind-the-meter systems.
The bill exempts end-users generating electricity for personal use from requirements meant for commercial producers, while prohibiting utilities from imposing extra approvals or charges.
The DOE and ERC will issue implementing rules within 90 days, with reforms ensuring consumer freedom, safety, and fair access to self-generated power.
