The New Zealand Transport Agency said the crash happened northbound shortly after 6am on Tuesday, after the Greville Road off-ramp.
"Avoid the area if possible and expect delays."
A traffic camera at the McClymont Road overbridge showed heavy traffic.
Police said all northbound lanes were blocked and traffic was being diverted, and the road was expected to be closed for at least a couple of hours for it to be cleared.
