After their win in the tandem sprint on Friday , the New Zealand pair claimed victory in the 1000m time trial final overnight.
The duo's time of 1 minute and 6.367 seconds saw them top a field of six teams, securing a second spot on top of the podium.
The gold was not certified until the final team, English pair Elizabeth Jordan and Sylvia Misztal, failed to outpace the Kiwis' time.
Foy admitted she was not dwelling on the result of the final pair.
"At that point I'm just in pain and just trying to breathe. So yeah, it went pretty quick," she said.
