City Cracks Down On Property Fraud
Addis Ababa has launched a digitization initiative for land certificates and maps to combat systemic fraud and corruption. The city has also implemented a new regulation allowing for the automatic dismissal of employees involved in land-related misconduct.

The Addis Ababa City Administration has begun digitizing land certificates and adopted a new rule for automatically dismissing employees implicated in land fraud, officials told the City Council this week.
“We have digitized all the titles created up to now, and we hold the information as scanned digital backups. Because of the system we have now put in place, no one can bring a fraudulent file and get it into our system — that door is locked,” said Mayor Adanech Abiebie.
She said the city has also converted its land maps into a fully digital e-map system, replacing a paper-based process that had been vulnerable to forgery. According to the mayor, the shift has significantly reduced the use of fake maps, with disputes involving forged documents now being challenged in court and ruled against.
