Caution, opportunity as Tanzania’s double cohort nears
Tanzania is preparing for a massive surge in secondary school enrollment by 2028 due to a transition in the national education structure. The government is seeking private sector partnerships to fund the construction of thousands of classrooms and laboratories.

Dar es Salaam. Tanzania is entering a major test of its education system as nearly 1.17 million Standard Seven pupils begin their final primary examination today, setting the stage for a double cohort that will seek Form One places in 2028.
The 1,168,649 candidates sitting the Primary School Leaving Examination (PSLE) across 20,019 schools are the last single cohort to complete primary education under the existing structure.
From 2028, the situation will change. In 2027, both Standard Six and Standard Seven pupils will sit their final assessments. Standard Six pupils will be the first cohort to complete the six-year primary education cycle introduced under the Education and Training Policy, 2023 Edition, while Standard Seven pupils will be the last to complete the previous seven-year cycle. Both groups will then advance to secondary education in 2028, creating an unprecedented demand for Form One places.
