BUSEGA ROAD SCANDAL! IGG Frees Works PS Bageya, Orders Interdiction of Ex

The Inspector General of Government in Uganda has cleared Ministry of Works Permanent Secretary Waiswa Bageya of wrongdoing regarding cost escalations in the Busega–Mpigi Expressway project. Conversely, the IGG has ordered the interdiction of Engineer Isaac Wani to facilitate further investigation.
Why it matters
This reflects ongoing efforts to address corruption and fiscal mismanagement in major public infrastructure projects.
The Inspector General of Government (IGG), Lady Justice Naluzze Aisha Batala, has cleared the Ministry of Works and Transport Permanent Secretary, Waiswa Bageya, of wrongdoing in the escalation of costs of the Busega–Mpigi Expressway.
She has instead ordered the interdiction of Commissioner for National Roads Engineer Isaac Wani pending investigations into his alleged role in the controversy.
In a press statement dated October 23, 2026, the Inspectorate of Government (IG) said investigations established that Bageya was not involved in the earlier decisions that resulted in the project’s cost escalation.
The IGG has consequently directed the Head of Public Service and Secretary to Cabinet, Ruth Nakyobe Mbonye, to allow Bageya to resume work.
The investigations reportedly established that Wani was serving as Director of Network Planning and Engineering at the defunct Uganda National Roads Authority (UNRA) when the decisions that led to the escalation of the project’s costs were made.
