The two governments agreed to establish a higher-level Bi-National Commission and adopted an implementation matrix to track commitments made during the September 3-6 meetings. Botswana has formally expressed interest in joining the shareholding structure of Angola’s planned Lobito refinery, while the two countries also agreed to deepen cooperation in the diamond industry. Botswana and Angola have identified energy, mineral resources, transport and infrastructure among the priority areas for deeper economic cooperation following the first session of their Joint Permanent Commission in Luanda.
Technical meetings were held on September 3 and 4, followed by a ministerial session on September 6. The commission was the first bilateral Joint Permanent Commission between the two countries since they established diplomatic relations in 1976.
