ASEAN adopts Manila Declaration to strengthen disaster resilience

ASEAN ministers adopted the Manila Declaration to guide regional disaster resilience efforts toward 2030 and beyond, focusing on implementing the AADMER Work Programme, strengthening accountability, and improving regional cooperation.

ASEAN pushed for greater anticipatory action as member states faced increasingly complex and transboundary risks from climate change, urbanization, environmental degradation, and technological disruptions.

The Philippines shared its anticipatory action law and regional relief efforts, with ASEAN members studying Republic Act No. 12287 while regional warehouses in the Philippines, Thailand, Malaysia, and Indonesia had been established to speed up disaster response.
