The proposal, which would double the validity period for several driving licence categories, has already gone through public consultation.
The department is now considering the comments received before the regulations are sent back to Cabinet for approval.
Transport Minister Barbara Creecy published the proposed changes for public comment on August 17. The comment period closed in September, bringing the reform closer to its final stages.
Once that is secured, Creecy will publish the amended provisions in the National Road Traffic Regulations before the new validity periods can take effect.
